The Permits are mostly irrelevant until you're passed Uesugi (particularly if you've only got 2 Fans) and by then you're probably somewhere around turn 40, meaning that you'd be due to get them fairly soon anyway, while Elina is gonna be relevant from start to fucking finish. I've got no idea how quickly you can get your Permits up and running (among other things, it depends on play style), but I can be pretty damn certain that Elina will save you more time that they will. Yeah, Elina beats Makutsudou in low difficulties, particularly if you're low on bonuses and have no reason to care for the nice properties of Monks (like their healing between turns). All-Guard Shiki is also a very nice touch. Hmm, lets keep it simple - Makutsudou is never gonna kill more than 3 guys in one fight, and Dousan will quickly fill in his Convert Action role, while Elina can kill the entire enemy force in one move and dodge some annoyances like Footsoldiers. Makutsudou beats Elina both in dungeon use and utility stats (not that either of those really matter) and he's a deadly unit in army battles, but since we're on low difficulties, Elina is also insanely fucking destructive. Elina and Makutsudou are probably better for low difficulties than Kurosaki is, so I suppose that he's ruled out since if you were going to do a 5 Star run on 5 points, you'd probably have the balls to do it on 0. So, this leaves Elina, Kurosaki and Makutsudou. Even if you took 2 Gold Statues, I'd reckon that the speed boost from either the Permits or the additional characters would top them in the long term at worst, and almost instantly at best. So, first thing's first, the NP, gold and items can probably be ruled out straight away. Turban's a little tougher, you'd only be desperate for an extra Footsoldier if you're going into 5 Star, but if you were going into 5 Star, you'd take Kurosaki Ichiya (nobody's gonna debate that, right?), so Turban's ruled out unless you really care about his utility stats for some reason (and even if you do, the other units we've yet to eliminate would all get you through the game faster than he would, letting you get more SAT for an Amazing Old Man, who's better than he is and has Merchant, such a decision might even not cost you any Fans, since the other bonus characters might save you one more than Turban). As for Natsumi Papa - Merchant is nice, but he's only got two actions - fuck no. Morita Ai could probably stay if you could also have her with Permits, but in this case you can't, so unless you really care about the Ouka Toki's level (and why would you? You're not in KTM and Makutsudou's Convert Action will probably serve you better regardless, not to mention how much an extra Diviner can help in the Xavier fights), both the Warriors can go - Turban has better utility stats than they do and the Monk who's name is too long (Makutsudou something) is better at being a Warrior unit than they are. Firstly, we can probably dismiss the Miko and the Musket - compared to the others, they just suck. This leaves only the Permits or an extra character.
